All cars suffer performance loss during freezing weather, but EVs suffer more than ICE. When the battery is really cold, it slows down the chemical reactions that produce electricity, and this will reduce range and increase charging times. This can be countered by preconditioning the battery, basically heating it to its optimal temperature while charging. Many cars also feature systems that will keep the battery at optimal temperature during driving. This is especially critical during stop/go driving in the city.
Another factor in cutting EV range in cold weather is keeping the cabin warm. ICE vehicles use residual engine heat to do this, but an EV has to use its battery. This cuts into the range. There are a couple of ways to mitigate this, including pre-heating the cabin during charging and thus using mains power, using a more efficient heat pump instead of an electric heater in the car, using heated seats and steering wheel, and even fitting thermal glass in the windshield. The ideal winter EV will have these features, as well as a long-range to begin with, and fast charging capability to cope with the reduction in range.
